The Payroll Manager is responsible for ensuring the accuracy of preliminary and final payroll reports, time sheets, spreadsheets, funds distribution, assuring compliance with district and county policies, state and federal tax laws and regulations, etc. The Payroll Manager will also respond to inquiries and/or requests for data and/or reports; providing timely and accurate payroll production; and to provide staff assistance to the Director and Vice President of Payroll. 

 

ESSENTIAL FUNCTIONS OF THE POSITION INCLUDE, BUT ARE NOT LIMITED TO:

  • Manage and ensure the accurate and timely processing of payroll on a weekly basis, including wages, garnishments, tips, benefits, and tax withholdings, in full compliance with all applicable federal, state, and local wage and hour laws. 
  • Oversee and validate all employee data changes within the payroll system, including new hires, transfers, promotions, and terminations, ensuring accuracy and timeliness of regular and final payroll. 
  • Evaluate, audit, and continuously improve payroll, tax, and benefits processes by identifying inefficiencies and implementing best-practice solutions. 
  • Process off-cycle and manual payroll checks as required, ensuring appropriate approvals and documentation are obtained. 
  • Conduct regular audits of payroll-related records, including weekly and bi-weekly payroll processes, payroll balance sheets, and year-to-date earnings, to ensure data integrity and compliance. 
  • Collaborate cross-functionally with Operations, People Practices, and Finance teams to reconcile data, address discrepancies, and ensure alignment across systems and processes. 
  • Partner with the People Practices and Benefits teams to support the implementation, optimization, and ongoing enhancement of payroll and benefits systems. 
  • Maintain and update payroll systems to accurately reflect employee data, including compensation, benefits, and paid time off, ensuring compliance with both union and non-union agreements.
  • Prepare and deliver comprehensive payroll reporting, including weekly, monthly, quarterly, and annual reports such as gross payroll, hours worked, accruals, tax liabilities, and benefit deductions.
  • Lead and execute year-end payroll processes, including reconciliations, reporting, and compliance requirements. 
  • Investigate and resolve payroll discrepancies by reviewing supporting documentation (e.g., timesheets, leave records) to ensure accuracy prior to payroll processing. 
  • Respond promptly and professionally to employee and management inquiries, providing clear guidance and resolution on payroll-related matters. 
  • Support departmental and organizational objectives by completing additional duties and special projects as assigned.
     

EDUCATION/WORKING KNOWLEDGE:

  • 7 years of experience in payroll, working in a high-volume environment 
  • 5 years of experience in managing a team of Payroll professionals
  • Experience in management and administration preferably in the entertainment industry, or equivalent combination of education and experience 
  • Proficient in Windows Office, Microsoft Office, (especially Excel)
  • Knowledge of ADP Smart Compliance and Oracle Payroll a plus
  • Working experience of payroll tax at the federal, state and local levels, including quarter end and year-end tax reconciliation
  • Prior system conversion experience, a plus 
  • Ability to interpret Union Contracts, a plus
